It isn't really correct to say that the Information Commissioner is "appointed by the Parliament of Canada" because it is the Governor in Council who makes the appointment (albeit after approval by resolutions of both chambers of Parliament).

Also there is an article someone created titled Access to Information Act that should be linked to from this article.
